Thus, international students are not eligible for scholarships or financial assistance funded by BatStateU The NEU or the Philippine government. Republic Act No. 10931, or the Universal Access to Quality Tertiary Education Act, grants free tuition and subsidies only to qualified Filipino students enrolled in state universities and colleges (SUCs).
Furthermore, under the General Appropriations Act (GAA), all public funds disbursed to SUCs for scholarships and student assistance programs are explicitly intended for Filipino beneficiaries.
