The cost of
living for students in Constantine is considerably lower, thanks to the
extensive support provided by the National Office for University Services
(ONOU) and the University Services Directorate of Ain Elbey (DOU).
Students residing in university dormitories benefit from highly subsidized
accommodation, offered either free of charge or at a symbolic annual feeof
2300 DZD (≈ $15) per year , which significantly reduces their housing expenses compared to private
rentals that usually range between 15,000 and 25,000 DZD (≈ $100 – $165) per
month.
Similarly,
university restaurants provide nutritious meals at symbolic prices for all
students, historically set around 1.2 DZD (≈ $0.01) per meal,
making daily food expenses almost negligible compared to the actual market cost
of 20,000–30,000 DZD (≈ $135 – $200) per month for self-catering
students.
Transportation
is also heavily subsidized. The DOU of Ain ElBey offers dedicated university
buses for a small annual registration fee of 135 DZD (≈ $0.90), and
following a national ONOU agreement, tramway and metro transport are now
free of charge for university students in Constantine. This policy ensures
that students can commute easily and safely between residences, campuses, and
city centers without additional financial burden.
Overall,
the combination of subsidized housing, nearly free meals, and free or
low-cost transport means that students in Constantine enjoy a very
affordable cost of living, often representing only a fraction of the
actual urban expenses. This strong public support allows them to focus
primarily on their studies while maintaining a comfortable standard of living.
