The University of Constantine 3 – Salah Boubnider (UC3SB) is a public higher education and research institution located on a modern 170-hectare campus in the New Town of Ali Mendjeli, about 13 km from the historic center of Constantine. The university offers Bachelor’s, Master’s, Engineering, and Doctorate degrees through six faculties and one institute:

• Faculty of Medicine
• Faculty of Architecture and Urban Planning
• Faculty of Process Engineering
• Faculty of Media, Communication and Audiovisual
• Faculty of Political Science
• Faculty of Arts and Culture
• Institute of Urban Management and Techniques

Campuses

In addition to its main campus in Ali Mendjeli, the university operates two historical campuses in the city of Constantine:

• Chalet des Pins Campus , the former seat of the Faculty of Medicine “Belkacem Bensmail,” which provides courses and clinical training for medical students starting from the fourth year, thanks to its proximity to the University Hospital of Constantine (CHU Constantine).
• Chihani Bachir Campus , home to the Department of Dental Medicine, where lectures and practical training are delivered to dentistry students.

Academic Programs and Structure

UC3SB provides higher education programs structured according to the LMD system (Licence-Master- Doctorate) in most disciplines.

Since 2023, the university has also introduced Engineering programs in two specialized fields “Process Engineering and Architecture “ designed to train highly qualified engineers. These programs combine scientific rigor, applied research, and professional internships.

However, medical sciences programs follow a classical curriculum:

• The Doctor of Medicine program is completed over seven years, integrating both pre-clinical and clinical phases.
• The Doctor of Dental Medicine and Doctor of Pharmacy programs each require six years of study, combining theoretical instruction with extensive clinical and practical training.

Research, Innovation, and Entrepreneurship

The university hosts 26 research laboratories active in fields such as health sciences, environment, engineering, urban planning, communication, management, and social sciences.

UC3SB has established a comprehensive innovation ecosystem that supports students and graduates in transforming their ideas into viable enterprises. This ecosystem includes:

• A University Incubator, supporting innovative student projects;
• A Technology and Innovation Service Center (CATI);
• A University–Business Liaison Office (BLEU), strengthening cooperation with industry;
• An Entrepreneurship House (CDE), launched through the Erasmus+ YEBDA Project;
• A Technopole, providing guidance and incubation for students and graduates developing start-ups, offering mentoring, business support, and access to innovation networks.

UC3SB is also the first Algerian university to implement an official Intellectual Property (IP) Policy, in partnership with the World Intellectual Property Organization (WIPO).

Digital Education and Specialized Centers

To enhance student learning, digital integration, and interdisciplinary skills, UC3SB has established several specialized centers, including:

• The Distance Learning Unit , which plays a strategic role in promoting digital education across all faculties. Composed of a head of unit, faculty trainers, and computer engineers, this team provides teacher training and manages issues related to platform access, course creation, and user roles.
• CEIL (Centre d’Enseignement Intensif des Langues) – the Intensive Language Teaching Center, which offers training in English, French, and other languages to strengthen communication and employability.
• The House of Artificial Intelligence , a multidisciplinary hub dedicated to AI research, data science, and emerging technologies, fostering collaboration among students, researchers, and professionals to advance Algeria’s digital transformation.
• The Center of Excellence for Scientific Writing and Publication , dedicated to training students and researchers in scientific writing and publication skills, with the objective of enhancing research quality and promoting publications in high-impact international journals.
